This course introduces the foundations for energy regulation, including basic administrative law and the economic principles that drive regulation of the energy industry. The course is heavily focused on the electricity industry and the elements and practice of electricity regulation, with detailed coverage of utility rate making. The course covers the ways in which renewable energy, energy efficiency, and equitable access to sustainable energy are integrated into electric utility regulation, planning, and rates.
