This course examines the law regulating the conduct of foreign relations by the United States. Topics include the distribution of foreign affairs powers between Congress, the President, and the courts; the status of international law in U.S. courts; the scope of the treaty power; the validity of executive agreements; the preemption of state foreign affairs activities; and doctrines regulating judicial review in foreign affairs cases.
